Bulk filing in Paid Family and Medical Leave

Bulk filing (formerly referred to as ICESA Washington Reporting) is meant for employer agents who wish to submit quarterly reports for multiple clients in one file.

Test your bulk filing with Paid Family and Medical Leave

The bulk filing specifications for Paid Family and Medical Leave are different from those of other Washington state agencies, so we recommend employer agents test their file formats ahead of time. The test process is not secure. Please do not upload real company data and identifying information. Paid Family and Medical Leave is not liable for any data leaks from this test.

To submit a test file:

  • If you wish to bulk file, prepare an ICESA file based on these specifications: Bulk filing specifications
  • After you upload the file, you should receive instant validation feedback.

Known Issues With Test File Tool

Since the initial release of this testing utility, it’s come to our attention that there are several discrepancies between the filing specification and the testing results.

  • Our testing tool incorrectly checks for the presence of an ES Reference Number (ESD Number).  You do not need to provide an ES Reference Number.  The file specification linked on this page is correct.
  • Our “duplicate employer” check incorrectly uses the ES Reference Number.  It should use the employer UBI number. The file specification linked on this page has been updated.
  • Our “duplicate SSN” check incorrectly examines the entire file.  It should only examine within a single employer.  The file specification linked on this page is correct.
  • The Total Premium Withheld hint used the wrong formula. The correct formula should have been Total Wages * CurrentPremiumRate * 0.6333.  The file specification linked on this page has been updated.

The specification has been updated with the above other changes that do not impact the utility of the testing tool.  You can view all changes on the “Release History” tab in the specification file.  We are in the process of updating the testing utility to correct the above-mentioned errors.

Thank you for your patience in this process.
